The Tulare City Council is expected to approve a rezone of property next to Evolutions gym for mixed commercial uses that could include an In-N-Out restaurant.
The developer is Three River Development LLC, a partnership that includes Greg Nunley – a Tulare City Council member. Nunley will be obligated to step down from the dais and not participate in the agenda item to be heard August 6.
The City Council is expected to approve a general plan amendment on the vacant 3.83 acre parcel that will allow drive-thru restaurants. The project’s consultant report says one of two drive thru restaurants – a 3835 sf building shown on the plan “is currently anticipated to be an In and Out Burger restaurant.“ The site plan shows a long drive-thru lane needed to stack the high traffic volume these popular eateries generate. The square foot is the typical size for In-N-Out prototypes.The name is also seen on the mapped plan submitted to the city.
The site is an empty lot located south of Prosperity Avenue between Brentwood and Laspina Streets in mid-block across from Home Depot. Nunley’s group is said to in escrow to buy the land from the Tulare hospital.
Skeptics of the plan say In-N- Out typically locates on a corner to handle traffic flow and provide the best access. Multiple developers in town have been trying to lure the fast food restaurant chain to their properties along Hwy 99, said to be in the running as well.
Mr Nunley did not return a call for a comment.
The news that In-N- Out might expand to Tulare follows reports that the same chain is looking at a second location in Visalia.There, a another developer also submitted a development plan with In-N- Out stamped on the paper work recently. The site is at the NW corner of Riggin and Dinuba Blvd.
