Possible wet weather this winter in Southern California

Recent NOAA and NWS maps show how dry and hot it has been across much of California for the past fiscal year ending June 30. The only exception appears to be the Tahoe area who has seen above average wetness.( click to enlarge)
Regards the coming winter, this latest NOAA probability map uses an EL Nino forecast to suggest likely wet weather across southern California in the three-month period of December/January /February.
